Apple Rolls Out Native Cross-Device Clipboard Sync Between iPhone and Windows PCs for EU DMA Compliance

Apple is hard at work building a brand-new native bidirectional clipboard sharing feature that bridges iPhone and Windows PC ecosystems, a key project to meet regulatory obligations under the EU’s Digital Markets Act (DMA).

Microsoft formally put forward this cross-platform interoperability request via Apple’s dedicated developer access channel for third-party collaboration. Apple kicked off technical evaluations of the proposal in March this year, locking in a complete technical implementation blueprint by June 26.

The core design requested by Microsoft centers on background real-time bidirectional clipboard sync. Users can copy text and other supported content between iPhones and Windows laptops or desktops without keeping matching software open in the foreground. This fixes a critical limitation of existing third-party cross-device utilities, which only gain clipboard access while running front-and-center and cannot sustain silent background synchronization.

Apple’s technical solution relies on the official AccessorySetupKit framework, mirroring the permission rules iOS 26.5 uses to push accessory alerts to third-party wearables. Consumers only need to complete a one-time clipboard access authorization for their paired Windows hardware; once approved, the two devices can freely read and paste clipboard data back and forth.

Apple’s proprietary ecosystem already includes Universal Clipboard to connect iPhones and Macs, yet Windows devices have long been blocked from native cross-device file and text sync due to strict iOS permission barriers.

The tech giant classifies this cross-system clipboard tool as a large-scale system engineering project. Full development will wrap up in Fall 2027, with a developer beta released as the first milestone. The stable public build will not launch any earlier than early 2028.

This clipboard feature will initially roll out exclusively to EU member states. Apple has not ruled out expanding availability worldwide at a later date, sticking to its proven region-locked launch strategy for all DMA-mandated cross-device functions.

Past DMA feature releases show Apple adopts two-tier distribution rules: tools like cross-platform eSIM transfer and iOS-to-Android data migration went live globally, while cross-brand headphone pairing and wearable message sync remain EU-only. The new iPhone-Windows clipboard sync will follow this same segmented release model.
